INSTITUTIONAL CHALLENGES AND DEVELOPMENT CONSTRAINTS IN SERVICE SECTOR MANAGEMENT

The service sector has become one of the principal drivers of sustainable economic growth, employment
generation, and poverty reduction. However, its development largely depends on the effectiveness of institutional
governance and the quality of regulatory frameworks. This study examines the major institutional challenges affecting
service sector management in the Republic of Karakalpakstan. Drawing on institutional economics as its theoretical
foundation, the research employs a qualitative analytical approach based on comparative analysis, systems analysis,
and the synthesis of existing institutional practices.
The study identifies six major institutional constraints: excessive bureaucratic procedures, a shortage of qualified
human resources, insufficient digital transformation, the high prevalence of the informal economy, underdeveloped
public–private partnership (PPP) mechanisms, and inadequate regional infrastructure. The findings indicate that
these institutional barriers reduce market competitiveness, increase transaction costs, discourage investment, and
constrain innovation in the service sector.
Based on the findings, the study proposes an integrated institutional reform framework comprising regulatory
liberalization, human capital development, accelerated digital transformation, expansion of public–private partnerships,
reduction of informal economic activities, infrastructure modernization, and the promotion of a competitive business
environment. The proposed recommendations may contribute to improving the effectiveness of service sector
governance and supporting sustainable regional socio-economic development.
