Abstract

This article analyzes the current state of the development of intellectual and technological
potential in the Kashkadarya region and proposes assessment mechanisms aimed at improving regional
innovation capacity. The study examines the dynamics of key indicators related to scientific research, innovation
activity, human capital, digital infrastructure, and technological development using statistical and comparative
analysis methods. Based on regional socio-economic data, the areas of progress and those requiring further
development within the existing intellectual and technological ecosystem are identified. Furthermore, an
integrated assessment mechanism is proposed to evaluate the effectiveness of intellectual and technological
potential by incorporating indicators of innovation, education, research and development (R&D), digitalization,
and investment. The findings provide practical recommendations for enhancing regional competitiveness,
strengthening innovation-driven economic growth, and supporting evidence-based policymaking for sustainable
regional development
