STATE–BANK COOPERATION MECHANISMS FOR THE DEVELOPMENT OF GREEN LENDING

While bank-firm relationships in sustainable finance and the influence of ESG factors on lending
decisions are well studied internationally, the channels through which state policy directs concessional capital
into the banking system remain underexplored in transition economies such as Uzbekistan. Banks thus operate
primarily as transmission points for policy-directed capital rather than as originators of green credit products,
with international and domestic resources functioning as complementary rather than competing sources. These
findings offer a replicable structure for linking refinancing and subsidy instruments to green lending standards
in other transition economies.
