WAYS TO ENHANCE THE EFFECTIVENESS OF PUBLIC PARTICIPATION AND OVERSIGHT IN THE BUDGET PROCESS

This article examines the outcomes of participatory budgeting in Uzbekistan as an institutional
mechanism for ensuring public participation and oversight in the budget process. It demonstrates that
substantial territorial and sectoral disparities in activity and performance persist, that public participation is
generally high at the project-submission and voting stages, and that it remains comparatively limited at the
stages of accepting completed projects and evaluating performance. The author proposes a minimum financing
guarantee, co-financing arrangements, the acceptance of projects only after obtaining public consent, and the
introduction of a system of digital indicators for assessing the effectiveness of public participation and oversight.
