PRIORITY AREAS FOR INCENTIVISING BUSINESS ENTITIES WITHIN THE PUBLIC PROCUREMENT SYSTEM

This article examines the priority areas for developing the public procurement system as a strategic
economic institution that incentivises business entities, particularly small and medium-sized enterprises and
domestic manufacturers. It provides a systematic analysis of market access, price preferences, reductions in
transaction costs, industrial cooperation, offtake agreements, reliability ratings, electronic scoring, and financial
incentives linked to the level of localisation in public procurement. At the same time, shortages of working
capital, limited collateral, delayed payments, insufficient integration of financial services with public procurement
platforms, and the fragmented nature of incentive measures are identified as the principal challenges. Several
scientific and practical proposals are developed to address these challenges.
