RECOGNISED BUT NOT MEASURED: THE SUSTAINABLE DEVELOPMENT GOALS AND THE PERFORMANCE FRAMEWORK OF UZBEKISTAN’S STRATEGY-2030 (PRESIDENTIAL DECREE UP-21 OF 2026)

Abstract

Uzbekistan has adopted 16 national Sustainable Development Goals (SDGs), comprising 125
targets and 206 indicators, which are monitored through the national platform nsdg.stat.uz and reported in
Voluntary National Reviews. In parallel, the country’s development priorities are implemented through the
performance framework of the “Uzbekistan–2030” Strategy, updated for 2026–2030 by Presidential Decree No.
UP-21 of 16 February 2026. This article examines the extent to which these two frameworks are operationally
interconnected. A comparison of their constitutive acts, supported by a composite index constructed from 154
national indicators for the period 2016–2024, shows that the two frameworks operate through parallel normative
mechanisms at different levels of the legal hierarchy. UP-21 recognises the 2030 Agenda as an important
consideration in the preparation of strategic planning documents, while assigning each of its own performance
indicators a baseline value, annual targets through 2030, a responsible agency, a financing source, and a data
source. However, no explicit indicator-level linkage between the two systems was identified. Thus, recognition
and measurement are not yet fully aligned within the same regulatory framework, highlighting opportunities for
further strengthening coordination between SDG monitoring and national strategic performance assessment.
Based on the analysis, three low-cost measures for improving integration are proposed
