Tourism has become one of the key drivers of Uzbekistan’s economy and plays a significant
role in promoting territorial and regional development. An empirical analysis was conducted to assess the
impact of the establishment and effective management of tourism clusters, including governance structures,
stakeholder cooperation, monitoring systems, innovation, and institutional quality, on territorial development.
The findings indicate that effective management of tourism clusters contributes to increased tourist flows, job
creation, and higher levels of infrastructure investment. In addition, practical proposals and recommendations
have been developed to improve the monitoring system for tourism cluster activities, enhance the professional
qualifications of cluster managers, and stimulate private investment
