Abstract

This article examines the positive results achieved through measures implemented in
Uzbekistan to combat the shadow economy and scientifically substantiates the limitations of existing
methods and tools in determining the volume of hidden economic activity and the resulting budgetary losses.
Based on a concise review of international standards and methodological approaches, the study provides
analytical evidence of the advantages of mathematical modeling and the extensive use of modern digital
technologies for measuring the complex phenomenon of the shadow economy and obtaining more accurate
estimates. The validity of the findings is supported by data from official sources. The article also highlights
the practical significance of applying the proposed recommendations to improve the measurement of the
shadow economy and develop more effective mechanisms for reducing its scale and associated budgetary
losses.
