This article examines the infrastructural role of recruitment agencies in the labor market and the
mechanisms for increasing employment in the context of digital transformation. The study analyzes the trends
in the transition from traditional labor-market intermediation to platform-based and intelligent ecosystems.
Using empirical models, the effectiveness of artificial intelligence (AI), Big Data, and predictive analytics tools in
reducing frictional and structural unemployment in the labor market is assessed. The article develops strategic
directions for promoting flexible employment in the context of the gig economy, as well as public-private
partnership (PPP) between public and private recruitment agencies
