APPROACHES TO ENSURING SUSTAINABLE DEVELOPMENT THROUGH IMPROVEMENTS IN HUMAN CAPITAL QUALITY

Abstract

This article examines theoretical and practical approaches to ensuring sustainable development through improvements in human capital quality. Human capital is conceptualised as a multidimensional resource encompassing education, health, professional knowledge and skills, practical experience, digital literacy, and the ability to adapt to changing socioeconomic conditions. The study employs comparative analysis and content analysis of academic literature and reports published by international organisations to identify the principal factors linking human capital development with long-term sustainability. The findings suggest that human capital development is associated not only with economic performance but also with social inclusion, environmental responsibility, and long-term socioeconomic resilience. Particular attention is given to the quality of education, access to healthcare, lifelong learning opportunities, labour-market-relevant competencies, and the development of green skills as essential components of sustainable human capital development. The study highlights the importance of coordinating these interconnected factors within an integrated policy and institutional framework to enhance their collective contribution to sustainable development. Based on the analysis, practical indicators and recommendations are proposed for assessing the effectiveness of human capital development policies and identifying opportunities for their further improvement. The proposed approach seeks to promote the effective utilisation of human potential, strengthen equality of opportunity, and create favourable conditions for inclusive and sustainable economic progress.
