Abstract

This article analyzes the current state of talent pool management in local government authorities, organizational, legal, and institutional development directions, as well as areas for further improving personnel selection, assessment, and development processes. It examines contemporary international approaches to talent pool formation based on the principles of meritocracy, competency-based management, and strategic human resource planning, as well as mechanisms for ensuring transparency and objectivity in the selection of managerial personnel. The study analyzes the measures being implemented in Uzbekistan to establish the National Personnel Reserve and develop prospective managerial personnel for local executive authorities within the framework of public civil service reforms. Particular attention is paid to further strengthening meritocratic principles in talent pool formation, improving the objective assessment of managerial competencies, ensuring gender balance, supporting individual personnel development, and expanding the effective use of digital HRM tools. Based on the analysis, scientific and practical recommendations are proposed to improve the effectiveness of talent pool management in local government authorities.
