Abstract

This study focuses on improving the mechanisms for the strategic development of human capital in universities in the context of digital transformation. It examines the relationships among digital transformation, digital competencies, human capital, innovation capacity, and university performance. Statistical data from the higher education system of Uzbekistan covering the 2020/2021–2025/2026 academic years were analysed to assess the dynamics of institutional development and human resources. To test the research hypotheses, a conceptual model based on the Partial Least Squares Structural Equation Modelling (PLS-SEM) approach was developed. Within the model, digital transformation is specified as the independent construct; digital competencies and human capital as mediating constructs; and innovation capacity and university performance as outcome constructs. The findings indicate that the relationship between digital transformation and university performance is strengthened through human capital and innovation capacity. Based on these findings, a strategic human capital development mechanism for universities is proposed that integrates human capital development, digital competencies, and innovation activity within a unified framework.
