Abstract

This study aims to examine the impact of digital governance and institutional quality on regional investment attractiveness, using the Kashkadarya Region of Uzbekistan as a case study. In the context of accelerating digital transformation and increasing interregional competition for investment resources, the effectiveness of public administration, institutional quality, transparency of administrative procedures, and accessibility of digital public services have become increasingly important factors influencing investment decisions. The study focuses on identifying the relationships between digital governance, institutional quality, and regional investment performance, as well as assessing the potential contribution of these factors to improving the regional investment climate. The proposed research methodology encompasses statistical and comparative analysis, the development of composite indicators, and correlation and regression analysis to examine the relationships between governance-related variables and investment indicators. Particular attention is given to the role of digital public services, administrative efficiency, institutional transparency, regulatory quality, and the overall business environment in attracting domestic and foreign investment. Based on the anticipated findings, the study seeks to formulate practical recommendations for strengthening digital governance, enhancing institutional effectiveness, and increasing the investment attractiveness of the Kashkadarya Region. The proposed analytical framework may also contribute to the development of evidence-based regional investment policies in Uzbekistan and other emerging economies.
