The concept of smart governance has been applied across research on public administration, health policy, e-government, and smart cities, but remains fragmented. This conceptual review proposes four analytical trajectories and interprets smart governance as an integrative capacity combining technological, organizationalinstitutional and socio-political resources under complexity. It proposes three drivers, three capacity layers and three testable propositions. The framework remains empirically untested. Keywords
