The article examines ways to improve the organizational and economic mechanism for the transition of commercial banks to cloud solutions. Cloud transformation is considered not as an isolated technological project, but as an integrated management process that combines readiness assessment, investment justification, phased migration, and efficiency monitoring within a unified decision-making framework. The study proposes the Cloud Adoption Readiness Index (CARI), which is based on technological, organizational, financial, security, and automation components, together with a corresponding decision-making scale. An illustrative CARI value of 83.6 points corresponds to a “high” level of readiness. Based on illustrative project cash flows, the net present value (NPV) amounts to USD 8.6 million and the internal rate of return (IRR) to 34.3%; the discounted payback period (DPP) is also calculated. These indicators are presented as methodological examples and do not represent actual performance results of Ipoteka Bank OTP Group. The article also analyses the economic effects of Auto Scaling, Load Balancing, containerization, and FinOps tools and develops a Cloud Migration Roadmap aimed at ensuring a systematic, phased, and economically justified transition to cloud solutions. Keywords
