RISK-TIERED CUSTOMS CLEARANCE OF TRAVELLERS BASED ON ADVANCE INFORMATION AS A TOOL FOR DEVELOPING CROSS-BORDER TOURISM IN UZBEKISTAN

The article examines how customs clearance procedures for travellers can be organised to accommodate the rapidly growing cross-border tourist flow to Uzbekistan without a proportional increase in the inspection workload. The empirical base consists of aggregated Customs Committee statistics on individuals crossing the border during 2015–2025, including a breakdown by 59 border posts for 2025, and a content analysis of 39 normative acts regulating goods carried by travellers. The flow reached 57.7 million border crossings in 2025, with more than half occurring at five posts. The rules that travellers must observe are distributed across normative acts at five different levels, 23 of which were adopted after 2016.Keywords
