IMPACT OF STUDENTS AGED OVER 40 ON ECONOMIC ACTIVITY AND BUDGETING BASED ON THE COMPETENCY ECOSYSTEM

This article assesses the impact of the number of students aged 40 and older on the economically active
population. Fixed-effects models revealed the negative impact of this indicator. While the negative impact of university
graduates on non-state sector employment was identified, it was found that the general student body has a positive
impact. The article also proposes results-oriented budgeting criteria based on the skills and abilities ecosystem.
