ASSESSING DIGITAL GOVERNANCE EFFECTIVENESS IN HIGHER EDUCATION INSTITUTIONS: EVIDENCE FROM UZBEKISTAN

The rapid advancement of digital technologies has significantly transformed management
processes in higher education institutions. However, the absence of a comprehensive and scientifically
grounded framework for assessing the effectiveness of digital governance remains a major challenge. This
study aims to develop and validate an Integrated Digital Management Index (IDMI) for evaluating the level of
digital governance effectiveness in higher education institutions. The proposed index is constructed based on
five key dimensions: Administrative Efficiency, Resource Management, Decision-Making, Transparency and
Reporting, and Innovation and Development.
