This article examines the system of human capital development and its socio-economic orientation.
In addition to the set of participants and their interactions, the human capital development system includes the
external environment, specific integration mechanisms that strengthen cooperation among participants, and an
adaptation mechanism that serves as the basis for the system’s stability and self-development.
