This article examines modern indicators for evaluating the effectiveness of international grants
and targeted programs in higher education institutions. The study is based on a systematic literature review
and a comparative analysis of international evaluation practices. The findings propose an integrated evaluation
framework that includes academic quality, research performance, internationalization, financial efficiency,
digital development, organizational capacity, social impact, and sustainability. The proposed approach provides
a comprehensive basis for assessing grant effectiveness and supports evidence-based strategic management
in higher education.
