Abstract

This article analyzes the efficiency of strategic management of educational services export
at the regional level, using Bukhara Region as a case study. The research employs statistical analysis, the
compound annual growth rate (CAGR), the Herfindahl–Hirschman Index (HHI), the Strategic Management
Efficiency Index (SMEI), and partial least squares structural equation modeling (PLS-SEM). The findings
demonstrate that the region’s educational export potential outpaces the quality of its management, creating a
measurable “management gap”. Furthermore, service delivery quality is identified as the key lever for increasing
the perceived value of educational exports. The results provide a scientific basis for strategic planning of
educational services export at the regional level.
