Abstract

This article evaluates the efficiency of strategic management of educational services exports in
the Bukhara region. The study integrates growth dynamics, market concentration, marketing returns, human
capital, internationalization, and academic mobility into a composite Strategic Management Efficiency Index.
The empirical base covers 2017–2025 and includes data from higher education institutions, official statistics,
and international databases. CAGR, the Herfindahl–Hirschman Index, adjusted ROI, mobility balance,
comparative gap analysis, and expert assessment are applied. The results show substantial progress in
attracting foreign students and expanding export revenue, but they also reveal a lower growth rate compared
with national leaders, high institutional concentration, limited English-medium provision, and an unfavourable
mobility balance. The article proposes a coordinated regional model based on the “Study in Bukhara” brand,
English-medium and internationally accredited programmes, modern student infrastructure, digital marketing,
and a unified monitoring system.
