EVALUATING THE EFFECTIVENESS OF PROJECTS IMPLEMENTED BY CIVIL SOCIETY INSTITUTIONS USING PUBLIC FUNDS

This article examines methodological approaches to evaluating the effectiveness of publicly
funded projects implemented by civil society institutions. The study develops an integrated, results-based
evaluation framework that combines financial discipline, social impact, transparency, beneficiary coverage,
sustainability, and institutional accountability. It also reviews internationally recognized evaluation standards
within the context of ongoing public governance reforms in Uzbekistan and proposes practical mechanisms
to strengthen evidence-based financing, enhance monitoring and evaluation systems, and increase the public
value generated through publicly funded projects.
