EVALUATING THE EFFECTIVENESS OF PROJECTS IMPLEMENTED BY CIVIL SOCIETY INSTITUTIONS USING PUBLIC FUNDS

This article examines methodological approaches to evaluating the effectiveness of publicly
funded projects implemented by civil society institutions. It develops an integrated results-based evaluation
framework that combines financial discipline, social impact, transparency, beneficiary coverage, sustainability,
and institutional accountability. The study reviews international evaluation standards alongside the ongoing
reform agenda in Uzbekistan and proposes practical mechanisms to strengthen evidence-based financing,
improve monitoring systems, and enhance the creation of public value.
