A PESTLI ANALYSIS OF THE EFFICIENCY OF THE HOUSING STOCK MANAGEMENT SYSTEM

This article evaluates the effectiveness of the housing stock management system in Tashkent
city using the PESTLI analytical framework. The study comprehensively examines the influence of political,
economic, social, technological, legal, and institutional factors on housing stock management processes. The
findings indicate that political, legal, and technological factors create favorable conditions for the development
of the system, while economic, social, and institutional factors remain the main constraints on efficiency. The
study also proposes measures aimed at increasing homeowner participation, improving capital repair financing
mechanisms, integrating digital platforms, and strengthening coordination among management stakeholders.
